Appropriates general revenues and authorizes general obligation bonds for fiscal year 2014-2015 to improve and expand public and affordable housing stock across multiple programs.

Allocates funds to the Hawaii Public Housing Authority to improve existing public housing stock and increase public housing units statewide.

Directs funds to the Hawaii Housing Finance and Development Corporation for rental housing trust fund, dwelling unit revolving fund, micro apartment construction, and veteran affordable housing projects.

Appropriates funds to the Department of Hawaiian Home Lands to construct housing for Native Hawaiian homestead beneficiaries, addressing disproportionate homelessness among Native Hawaiians.

Permits appropriations made for Parts III and IV to remain unencumbered through June 30, 2016, with any remaining funds lapsing on that date; Act takes effect July 1, 2050.
