Exempts the Hawaii Community Development Authority from requiring legislative approval to sell reserved housing units in fee simple within the Kakaako community development district.

Allows the authority to sell reserved housing only to eligible buyers determined by the authority, with the requirement that units remain affordable in perpetuity.

Defines "affordable" as housing available for purchase by families or individuals with income not exceeding 80% of the area median income as determined by the U.S. Department of Housing and Urban Development.

Amends section 171-64.7 to add reserved housing to the list of lands exempt from the general legislative approval requirement for fee simple sales.

Takes effect on July 1, 2050.
