Appropriates general revenues to the Hawaii Public Housing Authority for fiscal year 2014-2015 to redevelop administrative offices at 1002 North School Street and design/construct an elderly-only housing complex at the same location.

Establishes an elderly-only housing facility to address Hawaii's aging population, which exceeds the national average, and to increase the Hawaii Public Housing Authority's housing inventory.

Authorizes the Hawaii Public Housing Authority to offset operational costs through rent revenue and potential federal subsidies from the new elderly housing complex.

Specifies that the appropriated funds shall be used by the Hawaii Public Housing Authority for redevelopment, design, and construction purposes as outlined in the Act.

Takes effect on July 1, 2050.
