Establishes a temporary 15-member commission to plan and coordinate public celebrations for the 50th anniversary of the State Foundation on Culture and the Arts, operating from July 1, 2014 through December 31, 2015.

Commission membership includes 3 members selected by the Senate President, 3 by the House Speaker, 5 by the Governor, 4 representing the State Foundation on Culture and the Arts (with at least 2 being SFCA employees), and 1 ex-officio member from the Department of Accounting and General Services.

Commission shall develop and execute various program activities and events from July 1, 2014 through December 31, 2015, and submit a report to the legislature at least 20 days before the 2015 regular session outlining completed events, remaining plans, and fund disbursement procedures.

Appropriates $50,000 from general revenues for fiscal year 2014-2015 to support commission operations; funds shall not lapse at fiscal year end but any unexpended balance must lapse by December 31, 2015.

Commission members serve voluntarily without compensation but receive reimbursement for necessary expenses; 8 members constitute a quorum and 6 affirmative votes are required for decisions.
