Prohibits University of Hawaii from using tuition and fees special fund revenues for purposes related to university projects, systems, or networks constructed or maintained through revenue bonds.

Repeals the University of Hawaii tuition and fees special fund effective July 1, 2017, with remaining unencumbered balances transferred to the state general fund.

Redirects all tuition and related student fee income to deposit into the general fund instead of the special fund as of June 30, 2017.

Removes provisions allowing the university to transfer tuition and fees special fund moneys to the scholarship and assistance special fund.

Changes general fund budget appropriation formula to reference regular tuition and related fee revenues and repeals protections that prevented the governor from reducing university budgets based on special fund revenues.
