Removes budget exceptions previously granted to the University of Hawaii in sections 37-74(c) and 37-74(d) of Hawaii Revised Statutes.

Eliminates University of Hawaii's prior exemption from the Department of Budget and Finance's full operations plan review, which previously allowed review only for consistency with allotment ceilings and chapter 37D requirements.

Removes University of Hawaii's prior authority to modify or withhold planned expenditures only in accordance with sections 37-36 and 37-37, subjecting the university to the same expenditure modification rules as other state agencies.

Eliminates University of Hawaii's flexibility to transfer appropriated funds and positions among programs, cost elements, and between quarters, extending this restriction to the university while keeping it in place for the Department of Education and Hawaii Health Systems Corporation.

Takes effect on July 1, 2014.
