Amends Section 304A-2153, Hawaii Revised Statutes, to add a fourth restriction on use of the University of Hawaii tuition and fees special fund.

Prohibits the University of Hawaii from using tuition and fees special fund moneys for purposes related to university projects, systems, or networks constructed or maintained under subpart D of part VI (revenue bond projects).

Maintains existing restrictions that the fund cannot be used to justify budget reductions, transferred without legislative authorization, or restricted by the governor without legislative approval.

Takes effect on July 1, 2014.
