Establishes a cottage food operation licensing system in Hawaii with two classes: Class A operations (direct sales only, registration-based) and Class B operations (direct and indirect sales, permit-required with inspection).

Limits cottage food operations to $50,000 in gross annual sales annually and restricts operations to non-potentially hazardous foods from a specified approved list including baked goods, candy, dried fruit, jams, honey, and similar items.

Requires cottage food operators and employees to complete a food safety workshop within four months of registration or permitting and mandates specific labeling including "Made in a Home Kitchen" in at least 12-point type.

Permits cottage food operations in all residentially-zoned areas without requiring conditional use permits, variances, or special exceptions, and classifies them as permitted residential uses.

Takes effect January 1, 2050.
