Prohibits manufacturing, selling, or distributing packages and packaging containing lead, cadmium, mercury, and hexavalent chromium in excess of 100 parts per million by weight, effective January 1, 2015.

Applies only to these metals when intentionally introduced during manufacturing or distribution, not to incidental contamination.

Defines "package" as the immediate container or wrapping for substances or items sold or used in Hawaii, and "packaging" as materials used to surround, brace, cushion, coat, or hold items for sale or use.

Prohibits the Hawaii Health Systems Corporation from purchasing or using vinyl intravenous solution bags or vinyl tubing containing polyvinyl chloride plastic for health care applications, effective January 1, 2015.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
