Amends physician protections for medical marijuana certification to require physicians provide patient medical history, conduct physical examination, review prior medical records from previous twelve months, maintain medical records, and follow up on patient condition during therapy.

Removes requirement that certifying physician must be the qualifying patient's primary care physician, allowing any physician to issue certification if requirements are met.

Changes terminology from "registry" to "registration" and from "certificate" to "registration card" throughout the medical marijuana registration statute.

Sets registration fee at no more than $35 per year and clarifies law enforcement inquiry procedures regarding registration information access.

Takes effect January 2, 2015.
