S.B. 2581 Summary

• Increases state building code council voting membership from nine to eleven members by adding representatives from the Building Industry Association of Hawaii or General Contractors Association of Hawaii and the Subcontractors' Association of Hawaii.

• Requires the council to adopt, amend, or update building codes and standards on a staggered basis at least once every six years based on review and evaluation of utility.

• Establishes funding for council operations including salaries for an executive director, executive assistant, and other staff through the department of accounting and general services budget.

• Prohibits adoption of code provisions that conflict with chapters 444 and 464 (laws governing contractors) and clarifies that the Hawaii state building codes are based on nationally recognized model codes including the International Building Code, Uniform Plumbing Code, and National Electrical Code.

• Appropriates $136,676 for fiscal year 2014-2015 to fund the state building code council operations and staff salaries; effective July 1, 2014.
