Requires Hawaii police chief to implement the International Association of Chiefs of Police Aviation Committee's "Recommended Guidelines for the use of Unmanned Aircraft."

Prohibits installation or carrying of weapons aboard unmanned aircraft systems used for commercial purposes flown across or above Hawaii; violation is a misdemeanor.

Restricts use of data obtained through warrantless searches using unmanned aircraft systems to only the purpose of conducting the search; data may be used for other purposes if search is conducted pursuant to a warrant.

Makes it illegal to use model aircraft or unmanned aircraft systems operated for commercial or business purposes to track a specific, identifiable person without that person's consent; violation is a privacy offense.

Requires a search warrant for aerial surveillance of a specified person or their property without consent.
