Appropriates unspecified general revenue funds for fiscal year 2014-2015 to support the Pacific International Space Center for Exploration Systems' administrative tasks and five strategic planetary surface systems initiatives.

Directs funds toward five research areas: basaltic-based construction materials using 3D printing, in-situ resource utilization and oxygen extraction technologies, planetary analog test site infrastructure on Hawaii island, secondary school lunar surface dust-removal experiment for 2015 Google Lunar X-Prize mission, and international robotics mining competition.

Authorizes the director of finance to issue general obligation bonds in an unspecified amount for land acquisition and acquisition-related tasks to develop the center's research and development park.

Appropriated capital improvement funds shall not lapse at the end of the fiscal biennium except that unencumbered moneys as of June 30, 2016 shall lapse on that date.

Effective date of July 1, 2050.
