Establishes a voluntary registry for clean and sober homes within the Department of Health with standards for organizational, fiscal, operational, recovery support, property, and neighborly conduct.

Requires registered homes to display certificates specifying the operator name, address, maximum occupancy, and validity period; prohibits unregistered homes from claiming registration status.

Maintains a publicly accessible online listing of registered clean and sober homes and establishes a toll-free complaint line for the Department of Health to receive and respond to complaints.

Amends county zoning law to allow group living facilities with eight or fewer residents that are licensed, certified, registered, or monitored by the State and eliminates the requirement for public informational meetings before locating halfway houses or clean and sober homes in communities to comply with federal Fair Housing Amendments Act.

Repeals outdated definitions in zoning statute for terms defined elsewhere in Hawaii Revised Statutes and appropriates funds to the Department of Health to plan, establish, staff, and operate the clean and sober homes registry.
