Transfers law enforcement functions of the Harbors Division from the Department of Transportation to the Department of Public Safety, effective July 1, 2016.

Establishes a harbors section within the Department of Public Safety and requires harbor police officers to meet the same qualifications as sheriffs.

Transfers all related appropriations, records, equipment, contracts, and property from the Department of Transportation to the Department of Public Safety.

Ensures transferred employees retain civil service status, salary, seniority, benefits, and leave credits without loss of rights or privileges.

Requires the directors of Public Safety and Transportation to submit a report to the legislature by twenty days prior to the 2016 regular session regarding the transition of harbors law enforcement functions.
