Prohibits state and county law enforcement officers authorized to carry firearms from consuming alcohol while carrying a firearm or within an unspecified number of hours prior to carrying a firearm, effective July 1, 2014.

Prohibits law enforcement officers authorized to carry firearms from carrying a firearm after ingesting any prescription medication that would impair their judgment or physical response, effective July 1, 2014.

Applies restrictions to officers and employees of the Department of Public Safety, Department of Land and Natural Resources, Department of Transportation, and county police departments.

Exempts employees who are taking part in official criminal surveillance or undercover operations from both the alcohol and prescription medication restrictions.

Restrictions take effect upon approval of the Act.
