Establishes a two-year diversion and reentry pilot project within the Department of Public Safety to divert nonviolent drug offenders from incarceration into community-based treatment programs and reentry support services.

Enrolls 100 participants per year: 50 diverted from Oahu Community Correctional Center and 50 eligible for early release or parole.

Evaluates program effectiveness by measuring recidivism rates (arrests or incarceration within 18 months) and participant status at six months including employment, housing, substance abuse, and support systems.

Requires service providers to submit data to the Department of Public Safety every six months and mandates annual legislative reports by 20 days before the 2015 and 2016 regular sessions.

Appropriates general revenue funds for fiscal year 2014-2015 to implement and administer the pilot project (specific amount blank in bill text); effective July 1, 2050.
