Establishes an anti-graffiti program within the office of the lieutenant governor using cameras and high resolution photos to detect taggers on state property.

Creates one full-time anti-graffiti program coordinator position beginning December 1, 2015, to work with public agencies, county police, schools, businesses, and youth organizations to identify implementation sites and combat graffiti.

Appropriates funds from general revenues for fiscal year 2014-2015 to establish the coordinator position and implement the anti-graffiti program (specific dollar amounts left blank in bill text).

Program becomes effective July 1, 2014, and automatically repeals on July 1, 2017.
