Requires all public schools, charter schools, and University of Hawaii campuses to have one automated external defibrillator (AED) in a permanent location by the end of the 2015-2016 school year.

Mandates schools with athletic trainers have an additional AED available at every sporting event (competitions, scrimmages, and practices), with the trainer certified in AED use at all times.

Requires schools without athletic trainers to have at least two faculty members trained and certified in AED use present at every sporting event.

Establishes an AED working group with representatives from the department of education, University of Hawaii, state public charter school commission, county emergency medical services, and stakeholder organizations to develop policies, procedures, best practices, and a model emergency response plan.

Provides unspecified appropriations to the department of education and University of Hawaii for purchasing, maintaining, and training on AEDs; working group must report findings to the legislature by January 2015 and ceases to exist June 30, 2015.
