Adds definition of "incidental and supplemental work" to Hawaii Revised Statutes Section 444-1 to allow contractors to perform work in trades outside their primary license when directly related to and necessary for project completion.

Incidental and supplemental work must be subordinate to the main project and limited by either dollar amount or time spent, whichever threshold applies.

For contracts under $1,000,000, allows up to $10,000 or 1.00% of total contract price; for contracts $1,000,000-$5,000,000, allows up to $25,000 or 0.50% of total contract price, with decreasing percentages for larger contracts.

For time-based limits, allows 4 hours on projects 0-16 hours total, increasing to 80 hours maximum on projects exceeding 6,001 hours, with corresponding percentage thresholds.

Takes effect upon approval.
