Mandates DNA collection (buccal swab samples, fingerprints, and blood specimens if required) from all persons arrested for felony offenses involving violent crimes as defined in section 351-32, except juveniles.

Requires DNA samples to be collected at time of booking or processing, with exceptions if adequate samples have already been obtained and the arrestee's DNA profile is already in the state database.

Establishes expungement procedures for DNA samples and profiles when an arrestee is not convicted, requiring the police department to destroy samples and expunge DNA information from all databases upon issuance of an expungement order.

Exempts DNA expungement requirements if the person has a prior conviction, is a fugitive from justice, or has pending charges that could result in a felony conviction.

Appropriates funds from general revenues for fiscal year 2014-2015 to cover DNA collection, analysis, expungement costs, and law enforcement personnel training, effective July 1, 2014, with the bill's main provisions effective January 1, 2015.
