Requires lobbyists, persons spending $750 or more in six months to influence legislative or administrative action, and employers of lobbyists to file statements of expenditures with the Hawaii State Ethics Commission on March 31, May 31, January 31, and within 30 days after adjournment of any special legislative session.

Adds new reporting requirement for special legislative sessions, with reports due within 30 days after adjournment sine die covering only expenditures and contributions related to legislative matters considered during that special session.

Maintains existing reporting periods: March 31 report covers January 1-February 28; May 31 report covers March 1-April 30; January 31 report covers May 1-December 31 of previous year.

Excludes travel costs including incidental meals and lodging from the $750 threshold calculation for determining who must file expenditure statements.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before enactment.
