Redefines "historic property" to include only buildings, structures, objects, districts, areas, or sites included in or eligible for inclusion in the Hawaii register of historic places, rather than all properties over 50 years old.

Exempts residences not included in or eligible for inclusion in the Hawaii register of historic places from Department of Land and Natural Resources (DLNR) historic preservation review for permits and land use approvals.

Exempts projects determined by DLNR to have no potential to affect historic properties from DLNR review requirements.

Requires DLNR to develop and provide counties with: (1) a list of project types with no potential to affect historic properties by October 1, 2014, and (2) a list of property types likely eligible for the Hawaii register by January 2, 2015.

Directs DLNR to develop a plan for completing a comprehensive inventory of historic buildings in the State and submit it to the legislature no later than 14 days before the 2015 regular session.
