Amends Hawaii Revised Statutes Section 97-3(c) to require lobbyists with expenditures exceeding $750 during a statement period to itemize each expenditure by category.

Establishes nine expenditure categories for itemization: preparation and distribution of lobbying materials, media advertising, compensation paid to lobbyists, fees paid to consultants or services, entertainment and events, receptions/meals/food/beverages, gifts, loans, and other disbursements.

Maintains existing thresholds for reporting expenditures of $25 or more per day and aggregate expenditures of $150 or more to individual recipients.

Takes effect upon approval.
