Establishes default rules for placement of solar energy devices in condominiums, community associations, and homeowner associations that have failed to adopt their own rules by December 31, 2006.

Default rules require homeowner approval from the association, use of licensed contractors, appropriate building permits, and compliance with county codes for solar installations.

Prohibits associations from assessing fees, charging homeowners, or requiring encumbrances on title for placement of solar energy devices.

Default rules apply only to solar devices not on common or limited common elements and are superseded once an association adopts its own compliant rules.

Repeals temporary provisions from Act 201 (2010) and makes the solar energy device protections permanent.
