Establishes an annual Hawaiian home lands water permit fee to be charged to persons and entities (except public agencies) issued permits to withdraw, divert, impound, or consumptively use underground water on Hawaiian home lands.

Excludes Hawaiian home lands water permit fees from deposits into the water resource management fund and directs them instead to the Hawaiian home operating fund.

Amends the Hawaiian Homes Commission Act to deposit collected Hawaiian home lands water permit fees into the Hawaiian home operating fund for authorized uses including construction, maintenance, and services benefiting Hawaiian home land occupants.

The specific fee amount is left blank in the bill and requires commission promulgation of the schedule.

Takes effect July 1, 2050.
