Clarifies that the Department of Land and Natural Resources cannot require review of projects on private residences over 50 years old that are not registered as historic properties.

Addresses concerns that historic preservation reviews were delaying construction permits, particularly on Oahu where nearly 40% of private residences were built in 1969 or earlier.

Modifies Hawaii Revised Statutes chapter 6E to apply historic preservation requirements only to properties actually registered or nominated for registration on the Hawaii register of historic places.
