Repeals the exemption that allowed the University of Hawaii to sell or gift non-ceded lands acquired after December 31, 1989 without legislative approval.

Requires legislative approval by concurrent resolution with a two-thirds majority vote in both houses for any sale or gift of specific Campbell Estate lands (941 acres) and Lot 10077 (500 acres) obtained by the University of Hawaii.

Adds University of Hawaii lands covered by section 304A-2166(b)(2) to the list of properties that must comply with statutory and common law requirements for ceded land disposition.

Makes conforming amendments to University of Hawaii statutes to align with the new legislative approval requirement for disposition of specified real property.

Effective upon approval.
