Expands the definition of "tire retailer" in Hawaii Revised Statutes Section 342I-21 to include any person who sells or offers to sell tires on the Internet.

Requires Internet tire retailers to display a written notice regarding motor vehicle tire disposal and recycling prominently at the top of the webpage initiating or offering tire sales.

Maintains existing requirements that the Department of Health produce and distribute notices to retailers, or retailers may use alternative signs meeting the same requirements.

Takes effect upon approval.
