Extends the window for filing civil actions for child sexual abuse from two years to four years after April 24, 2012, for victims previously barred by expired statutes of limitations.

Allows claims against the person who committed the abuse and legal entities (including the State and counties) that had a duty of care to the victim or responsibility over the activity in which abuse occurred.

Requires damages against legal entities to be awarded only upon a finding of gross negligence.

Maintains the standard statute of limitations for sexual abuse claims based on Hawaii Revised Statutes chapter 707, parts V and VI (eight years after the minor's eighteenth birthday or three years after discovery of injury, whichever is later).
