Establishes minimum 300-foot separation between buildings that are 100 or more feet in height in the Kakaako community development district.

Requires project eligibility review of infrastructure by the executive director before accepting any development permit applications, with approval from applicable county and state agencies.

Sets maximum building height limit of 400 feet, excluding machine rooms, rooftop utilities, and architectural features.

Requires buildings 100 or more feet in height to be oriented on a mauka-makai (inland-seaward) axis.

Prohibits the Hawaii Community Development Authority from granting variances, exemptions, or modifications to maximum floor area ratio provisions in the district.
