Establishes a petition for reconsideration process allowing any person adversely affected by Hawaii Community Development Authority (HCDA) actions to file within 30 days, with judicial review available under section 91-14.

Requires legislative approval by concurrent resolution with two-thirds majority vote in each house before amendments to Kakaako community development district mauka and makai area plans and rules can take effect.

Expands community engagement requirements to include effective outreach with landowners and residents, detailed posting of proposed developments on HCDA website, and notification to affected state legislators and city council members of public hearings and public comments received.

Adds requirements that residential development in Kakaako shall not exceed 3.5 floor area ratio, 400 feet in height, and must include low- or moderate-income housing; requires comprehensive infrastructure studies and impact fees before project approval.

Effective date is July 1, 2050.
