Increases the Hawaii children's trust fund advisory board from seven to fifteen members, adding representatives from the family health services division, department of human services, office of youth services, superintendent of education, chief justice of the judiciary, and executive office on early learning.

Expands the advisory board's responsibilities to include establishing grantmaking criteria and guidelines, advising the department of health, developing statewide prevention strategies, identifying system problem areas, and collaborating on policy development.

Allows four members of the advisory board to be selected by the Hawaii children's trust fund coalition to represent each county and the city and county of Honolulu, plus one member to represent survivors of child abuse and neglect.

Redefines the Hawaii children's trust fund coalition's role to focus on maintaining communication networks, encouraging interagency collaboration, identifying resource leverage opportunities, and informing the advisory board of prevention needs.

Repeals the Hawaii children's trust fund advisory committee, consolidating its functions into the expanded advisory board and coalition structure.
