Allows all-terrain vehicles (ATVs) and utility-terrain vehicles (UTVs) to be operated on streets under specific conditions: used as farm equipment or by government workers in official capacity, operator holds valid category 3 or commercial driver's license, streets have no more than two lanes with speed limits of 35 mph or less, operation limited to daylight hours, and vehicle used in counties with populations under 500,000 residents.

Requires operators and passengers of ATVs and UTVs to wear safety helmets with securely fastened chin straps meeting director-established specifications.

Defines all-terrain vehicles as motor vehicles with 50-inch maximum width, 900 pounds or less unladen weight, three or more tires, and handlebars for steering.

Defines utility-terrain vehicles as motor vehicles with 60-inch maximum width, 1,300 pounds or less unladen weight, four to six tires, steering wheel, roll-over protection, and seat belts for driver and passenger.

Exempts ATVs and UTVs used as farm equipment or by government workers from motor vehicle regulation and establishes a $250 penalty for violations.
