Extends the sunset date of Act 46 (Session Laws of Hawaii 2012) from July 1, 2014 to December 31, 2014, allowing the Department of Transportation additional time to negotiate concession agreements with airport concessionaires.

Authorizes the Department of Transportation to extend the term of airport concession leases or permits and modify contract terms in exchange for revenue-enhancing improvements funded by concessionaires.

Addresses findings that Hawaii's public airports lack adequate concession space by approximately 40 percent and are not maximizing concession revenues.

Encourages the Department of Transportation and concessionaires to collaborate on airport modernization and improvements in an expeditious, fair, and equitable manner.

Takes effect July 1, 2050.
