Amends Hawaii Revised Statutes Section 264-1 to clarify that public trails must be accepted by the board of land and natural resources before being officially designated as public trails.

Establishes that public trails created by or dedicated to a county fall under county jurisdiction, while all other public trails are under state board of land and natural resources jurisdiction.

Requires that dedications of state trails be delivered to and accepted by the board of land and natural resources, and that surrenders of state trails be subject to acceptance by the same board.

Applies the acceptance requirement to both dedicated and surrendered public trails and highways created by private parties and given to public use.

Takes effect July 1, 2050, with retroactive application to January 1, 2011.
