Allows nonresident operators with valid international driving permits and licenses from foreign countries to operate passenger cars and trucks in Hawaii without obtaining a Hawaii driver's license, provided they do not receive compensation for operating the vehicle.

Requires the director of transportation to determine that the foreign country's licensing standards correspond substantially to Hawaii's standards and that the country extends the same privileges to Hawaii-licensed drivers.

Mandates the director and foreign country exchange written agreements confirming reciprocal operating privileges before nonresidents can operate vehicles without a Hawaii license.

Requires nonresident operators to carry and present their international driving permit and foreign license to law enforcement upon demand while operating vehicles on public roadways.

Repeals the existing driver's license reciprocity committee and directs the director to publish and maintain a list of countries with reciprocal operating privileges on the department's website, with copies sent to courts, prosecutors, and police chiefs.

Takes effect January 1, 2034.
