Applies to violations of HRS section 291C-123(a), which prohibits driving or parking vehicles other than bicycles or mopeds on bicycle lanes or paths except for authorized driveways.

Aims to deter motorists from obstructing bicycle lanes and paths as counties expand their bikeway networks, citing safety hazards to bicyclists and neighborhoods.

Does not apply retroactively to rights, duties, penalties, or proceedings that occurred before the effective date.

Takes effect on July 1, 2050.
