Establishes the Pacific-Asia Institute for Resilience and Sustainability as a public-private partnership to develop leaders addressing global challenges including climate change, environmental degradation, public health, and cyber resilience.

Designates the Office of the Lieutenant Governor as the State's liaison to assist the institute in forming partnerships with governmental organizations, businesses, universities, and foundations.

Requires the institute to facilitate three core initiatives: sustainability and environment (energy, water, food security, climate adaptation); global leadership and capacity building (international leadership, disaster risk reduction, public health); and critical community continuity (cyber security, information assurance, security technology).

Authorizes the institute to establish a named fellowship program for mid- to senior-level professionals, an interdisciplinary executive master's degree program, and innovative regional hubs for applied research and problem-solving throughout the Pacific-Asia region.

Permits the institute to pursue funding from public and private sectors, nongovernmental organizations, and research institutes, and makes it eligible for grants and subsidies under Hawaii Revised Statutes Chapter 42F.
