Clarifies that maintenance or repair of disputed roads by government agencies does not establish ownership or jurisdiction over those roads between the State and counties.

Authorizes the State to quitclaim any interest it holds in disputed public streets, roads, or highways to counties upon request.

Allows counties to enforce traffic laws and perform maintenance on disputed roads without being presumed to own them.

Preserves the general public's unrestricted right to use disputed roads to access shorelines and public recreational areas.

Takes effect July 1, 2050.
