Increases board of education community meetings from at least one annually per county to at least six meetings annually statewide, with at least one meeting required in each county.

Requires the board of education to include an open forum at the end of all properly noticed public meetings to allow interested persons to present oral testimony on matters not on the agenda, provided testimony relates to matters under the board's supervision or control.

Mandates the board of education report to the legislature no later than twenty days before the 2015 regular session on efforts to amend policies to include the open forum requirement.

Repeals the open forum/oral testimony requirement on June 30, 2019.

Effective date is July 1, 2050, except the oral testimony requirement takes effect immediately upon passage.
