Expands eligible business activities in state enterprise zones to include development, production, or energy storage of renewable energy by sustainable business corporations as defined in Hawaii Revised Statutes section 420D-2.

Adds nine new categories of renewable energy to enterprise zone eligibility: wind, solar, hydroelectric (falling water), biogas (landfill and sewage digester), geothermal, ocean (thermal, currents, waves), biomass (crops, residues, waste), biofuels, and hydrogen from renewable sources.

Maintains existing eligible activities including wind energy production for sale to public utilities, while complementing them with broader renewable energy options.

Effective date: July 1, 2050.
