Makes kindergarten attendance mandatory for children who will be at least five years of age on or before July 31 of the school year, effective July 1, 2014.

Exempts children enrolled in private schools or those otherwise exempt under section 302A-1132 from the mandatory kindergarten requirement.

Requires parents, guardians, or other responsible adults to enroll eligible children in public school kindergarten unless exempted.

Lowers the compulsory school attendance age from six years old to five years old to align with kindergarten entry requirements.

Applies mandatory participation requirement to charter schools, which cannot be excluded from the kindergarten program.
