Establishes a Kawainui advisory council within the Department of Land and Natural Resources consisting of 9 voting members representing cultural, educational, environmental, landowner, and community groups, plus 5 nonvoting members from federal and state agencies and the City and County of Honolulu.

Voting members appointed by the governor serve 2-year terms with a maximum of 3 consecutive terms; a chairperson elected annually from nongovernmental members only; 5 voting members constitute a quorum.

Council responsibilities include facilitating implementation of the Kawainui master plan, enhancing community education about the wetland's cultural and ecological significance, and protecting Kawainui's natural and cultural resources.

Requires the council to submit annual reports to the legislature beginning with the 2016 regular session; the 2023 report must include a recommendation on whether the council should be dissolved on June 30, 2024.

Appropriates $50,000 for fiscal year 2014-2015 to support the council's work and fund one full-time executive secretary position within the Department of Land and Natural Resources; the council is automatically repealed on June 30, 2024.
