Permits solar energy facilities on Class A agricultural land if located on a paved or unpaved road in existence as of December 31, 2013, and the parcel has valid county agriculture tax dedication status or agricultural conservation easement.

Requires solar energy facilities on Class A land to allow vehicular traffic to continue using the road and obtain a special use permit from the commission.

Limits solar energy facilities on Class B agricultural land to not more than ten percent of parcel acreage or twenty acres, whichever is lesser.

Sunsets on June 30, 2019, at which time Hawaii Revised Statutes section 205-4.5 reverts to its previous form, though any permitted solar facilities may continue operating until end of operational life.

Allows solar facilities permitted under this Act to continue operating after the June 30, 2019 repeal date, with replacement or decommissioning required within twelve months at end of life.
