Authorizes the Department of Taxation to release tax return information to the Legislative Auditor and authorized agents for conducting annual certified financial audits of the State.

Designates tax return information provided to the Auditor as working papers under section 23-9.5, requiring confidential treatment.

Amends sections 231-18, 235-116, 237-34, 237D-13, and 251-12 to specifically include the Auditor and Auditor's agents in authorized recipients of tax information.

Increases the penalty for unlawful disclosure of confidential tax information by the Auditor or Auditor's agents from misdemeanor to class C felony.
