Amends Section 196-6.5 of Hawaii Revised Statutes to revise certification requirements for demand water heater devices used as variances to solar water heater system requirements for new single-family dwellings.

Expands the definition of "demand water heater" to include both gas and non-gas tankless instantaneous water heaters, replacing the previous gas-only specification.

Requires demand water heaters to be certified by North American certification organizations including the Canadian Standards Association International, Air-Conditioning, Heating, and Refrigeration Institute, and Gas Appliance Manufacturers Association.

Maintains the existing requirement that if a gas tankless instantaneous water heater is installed, at least one other gas appliance must be installed in the dwelling.

Takes effect on July 1, 2014.
