Changes the annual license expiration date for mortgage servicers from June 30 to December 31 of each calendar year.

Maintains the application fee at $675 and renewal fee at $425 for mortgage servicer licenses.

Requires license renewal applications to be filed at least four weeks prior to December 31 (the new expiration date).

Applies to licensure requirements under Section 454M-4 of the Hawaii Revised Statutes.
