Appropriates $4,854,037 in general funds for fiscal year 2013-2014 to address a budget shortfall in the Department of Human Services' general support for health care payments program (HMS 902).

Shortfall resulted from the Hawaii Health Connector's delay in reimbursing the department for services provided and costs allocated to develop the health insurance exchange required by the federal Patient Protection and Affordable Care Act.

Department provided services and cost-allocated 5.25% of design, development, implementation, and maintenance costs for the Medicaid Kauhale On-Line Eligibility Assistance system (KOLEA) totaling $6,020,727 as of November 1, 2013, but had only received $1,166,690 in reimbursements by January 29, 2014.

Any future reimbursements received from the Hawaii Health Connector shall lapse to the credit of the general fund.

Emergency appropriation requires immediate passage under Article VII, Section 9 of the Hawaii Constitution.
