Authorizes the Director of Human Services to appoint a division administrator and a finance officer exempt from Chapter 76 (civil service law) for the state medical assistance programs.

Appointments may be made exempt only when the Director determines the services to be performed are unique and essential to executing the functions of state medical assistance programs.

Directors retain authority to prescribe duties and qualifications for these two exempt positions and to fix their salaries.

All other Department of Human Services employees remain subject to civil service laws or merit system requirements as applicable.

Effective date: July 1, 2114.
